Description of problem:
https://github.com/openshift/cluster-etcd-operator/pull/873 removed the "etcd-health-monitor". While investigating causes of apiserver disruption in e2e, David Eads was able to trace it back to etcd, but without this pod, there was insufficient diagnostic data to proceed further. The logs of this pod are streamed into loki during e2e and aid in debug.
