      The workloads hints feature introduced in 4.11 does not preserve the default tuning settings from 4.10. I have not done an exhaustive audit but this one in particular is not preserved intel_pstate=disabled.
      
      So if the customer wants to preserve the behaviour they have in 4.10, they have to update their performance profile and incur another reboot.
      
      The correct behaviour, the default setting should be preserved and if they want to opt into the new behaviour then they can choose to do so vs having it mandated.
