CGU auto-creation fails if ztp-install namespace is deleted

      Description of problem:

      If the ztp-install namespace is accidentially deleted by others, the auto-creation of CGU will fail with the following error:
      2022-10-06T12:19:51.071-0400    ERROR    controllers.ManagedClusterForCGU    Fail to create clusterGroupUpgrade    {"name": "cnfdd2", "namespace": "ztp-install", "error": "namespaces \"ztp-install\" not found"}

      Steps to Reproduce:

      1. Have TALM running on the hub cluster
      2. Install a SNO via ZTP
      3. Delete the ztp-install namespace
      

      Actual results:

      CGU fails to be created

      CGU creation succeeds
