[4.10] .dockerignore interferes with OSBS2 builds

    Description

      This is a clone of issue OCPBUGS-2003. The following is the description of the original issue:

      Description of problem:

      Downstream OSBS builds rely on being able to inject files into the build and the dockerfile.
A .dockerignore that ignores these injected files causes the build to fail.
