Extra "local-agent-cluster-cluster-deployment" record in ACM

      Description of problem:

      After deploying the ACM on a hub cluster there is now an extra local-agent-cluster-cluster-deployment record in ACM. There was not change in configuration on my side.

      Version-Release number of selected component (if applicable):

      4.14.0-rc5. Starting with RC4 (as in wasn't present in RC2), didn't deploy RC3

      How reproducible:

      100%

      Steps to Reproduce:

      1. Deploy ACM and GITops operator
2. Check ACM console

      Actual results:

      In addition to local-cluster, local-agent-cluster-cluster-deployment record is present

      Expected results:

      only local-cluster is present as before?

      Additional info:

      There is extra local-agent-cluster-cluster-deployment cluster in local-agent-cluster namespace in detaches state present. I'm not aware if I have something in my configuration that shows up or triggers that behaviour now
