Description of problem:
The [sig-installer][Suite:openshift/openstack] The OpenStack platform on instance creation should follow machineset specs [Suite:openshift/conformance/parallel] test fails when using root volumes as instances no longer reference an image in that case. This causes the AZ periodic jobs to permafail with:
