Alert bell in OpenShift Console shows always platform alerts

      Description of problem:

      The alert bell in the right corner in the OpenShift Console displays always the number and alerts from `source: Platform`, even, when the filter is changed removing the filter `source: Platform` and adding the filter `source: User`

      Version-Release number of selected component (if applicable):

      $ oc get clusterversion
      NAME      VERSION   AVAILABLE   PROGRESSING   SINCE   STATUS
      version   4.13.13   True        False         70m     Cluster version is 4.13.13

      How reproducible:

      Always

      Steps to Reproduce:

      Check the number and alerts displayed in the bell in the OCP Console on the top corner right.

      Enable `User Workload Monitoring` creating an alert for a load.

      Change the filter from `source: Platform` to `source: User`.

      Actual results:

      Check again the number and alerts displayed in the bell in the OCP Console on the top corner right where it continues displaying the `source: Platform` alerts:

      Expected results:

      It should be expected that when changing the filters, the alert bell in the top corner right was updated to reflect the alerts and number of alerts taking into consideration the filters used.

      In case that desired as per design that the alert bell only reflects the `source: Platform` alerts, then, probably, it should be clear when accessing to the alert bell.
