Description of problem:
4.14.0-0.nightly-2023-10-08-122345 has failures for

periodic-ci-openshift-release-master-nightly-4.14-e2e-aws-sdn-upgrade

and

periodic-ci-openshift-release-master-ci-4.14-e2e-azure-ovn-upgrade

Where all of the upgrades fail to complete with `waiting on network`
