Several cni-sysctl-allowlist-ds pods has been created (around 50 pods) automatically in openshift-multus namespace.

There's no changes in any of the config map and all the values are default values.

There's no network attachment definition has been created or being in use.

Deletion of these pods cause them to recreate and restart.
