Description of problem:
Cluster backup fails to run when a managed cluster does not have a /var/recovery directory defined. Previously this directory was created if not present.

How reproducible:
Always
Steps to Reproduce:
1. Deploy hub cluster with TALM 4.14 2. Deploy managed cluster without a /ver/recovery directory defined 3. Create and enable an upgrade CGU with backup enabled 4. CGU fails with backup status: BackupTimeout
Actual results:
CGU status: backup status: BackupTimeout $ oc describe pod -n openshift-talo-backup backup-agent-b2pp9 Warning FailedMount 41s (x8 over 105s) kubelet MountVolume.SetUp failed for volume "host-var-recovery" : hostPath type check failed: /var/recovery is not a directory
Expected results:
Backup Succeeds
