Description of problem:
As observed during a large compute node boot up (64C and 256G and beyond.), the user may have to update the udev.children-max property in the kernel command line to prevent landing in the emergency shell due to timeout processing kernel events by udev. Although the steps may differ from the documentation shared below for RHEL 7.8, which addresses the same problem, the underlying property which needs to be modified is the same.
