      This is a clone of issue OCPBUGS-19632. The following is the description of the original issue:

      Description of problem:

      After update from Microshift from 4.14 RC0 -> RC1, lost all apps from specific namespace that were installed on the system.

The Upgrade was done over the unhealthy system
