Description of problem:
Proxy cert test a subset of the proxy test suite which is being disabled due to it's frequent failure on fixing the way we retrieve the proxy object.
This bug intends to fix this test and enable running it as part of test suite again to ensure we are testing the proxy certificate import functionality introduced as part of the proxy feature.
