As an administrator with a bad network configuration, I want to give my subscriptions a chance to auto-heal without manual intervention.

By setting the `operatorframework.io/bundle-unpack-min-retry-interval` to a value such as 5 minutes, Operator groups in a bad state will wait for the specified time for any failing unpack jobs to pass.

Considering adding the procedure to https://docs.openshift.com/container-platform/4.12/operators/admin/olm-config.html assembly. Or perhaps in another part of the docs related to Operator groups or subscriptions.
