Issue pulling cert-manager image with latest 1.12.0 release

      Description of problem:

      Version 1.12.0 of the cert-manager Operator for Red Hat OpenShift is unable to pull the required jetstack-cert-manager image. 
      
      Back-off pulling image "registry.redhat.io/cert-manager/jetstack-cert-manager-rhel9@sha256:fed73f917a724cf9d894856f99825cb748b748ff143a526fdf9b4532ad39ccf6"
      
      I am seeing this in two clusters, and have also tested a local podman pull which are all failing.

      How reproducible:

      always

      Steps to Reproduce:

      1. Install or upgrade to version 1.12.0 
      

      Actual results:

      after upgrading the operator, cert manager no longer works due to missing container images on the registry.

      Expected results:

      cert-manager should just work.
