kube-controller-manager resource quota controller needs to stop watching all events

Description of problem:

The _{garbage collector} resource quota controller must ignore ALL events; otherwise, if a rogue controller or a workload causes unbound event creation, performance will degrade as it has to process the events.

This bug is to track fix in master (4.12) and also allow to backport to 4.11.1

I'm using FastFix here as we need to backport this to 4.11.1 to avoid support churn for busy clusters or clusters doing upgrades.
