I was hitting an issue with csi snapshotting on cinder csi driver and the resolution appears to require setting parameters in VolumeSnapshotClass object when snapshotting.

parameters: 
  force-create: "true"

This option does not appear to stick in the shiftstack.devcluster.openshift.com environment (provisioned via @Cluster-Bot on CoreOS slack `launch 4.11 openstack`).

It means the option was successfully applied and force-create work for a few seconds but something in the cluster-bot enviroment reverted the changes.

This bug tracks investigation of this issue. Please let me know your findings.
