      Description of problem:

      Customer is not able to see alerts with user having admin access

      How reproducible:

      N/A

      Steps to Reproduce:

      1. Install Cluster with 4.12
2. Provide admin access to user
3. Try to access alerts for project from console in admin/dev perspective, those only show firing status

      Actual results:

      Alerts show firing status without details

      Expected results:

      Alert details are shown
