This e2e-gcp-upgrade job started permafailing since Sep 18th. It looks to
be relate to the tcpdump collection service we are configuring with a
machineconfig. removing this step allows the job to start passing again,
but since it started happening all of a sudden so recently it needs to be
understood to make sure we haven't introduced some kind of
regression.
