[RHOCP 4.13] Cluster becomes inaccessible when ETCD member is replaced

      Description of problem:

      When the procedure of replacing unhelathy ETCD member is followed, cluster becomes inaccessible.

      How reproducible:

      Always

      Steps to Reproduce:

      1. Install cluster on bare metal host, IPI
      2. Replace the ETCD node which is reporting unhealthy
      3. Cluter looses access after sometime.
      

      Actual results:

      Cluster is lost

      Expected results:

      Cluster is able to replace the ETCD member and reports healthy.
