      This is a clone of issue OCPBUGS-19488. The following is the description of the original issue:

      Description of problem:

      The customer reports:

after upgrade microshift fails to start up on 4.14 rc1. 

Journalctl error shows 'Fail reading version file'

      Version-Release number of selected component (if applicable):

      4.14 EC4 and 4.14 RC1

      How reproducible:

      always

      Steps to Reproduce:

      1. Deploy an ostree image with EC4.
2. Update to an image with RC1

      Actual results:

      System rolls back when greenboot determines the healthcheck fails.

      Expected results:

      The upgrade should work.
