Description of problem:
It was brought up in the slack thread https://redhat-internal.slack.com/archives/C02CZNQHGN8/p1695202524787939 that some of the customer found it unexpected when updating ingress cert from doc https://docs.openshift.com/container-platform/4.12/security/certificates/replacing-default-ingress-certificate.html requires node drain and reboot. Adding this explicitly will keep customer informed and plan accordingly before make the change.
Version-Release number of selected component (if applicable):{code:none} MCO always performs drain and reboot for proxy object changes. So, doc can be updated to all releases we currently support . Actual results:{code:none}
