Document that Replacing ingress cert requires node drain and reboot

      Description of problem:
      It was brought up in the slack thread https://redhat-internal.slack.com/archives/C02CZNQHGN8/p1695202524787939 that some of the customer found it unexpected when updating ingress cert from doc https://docs.openshift.com/container-platform/4.12/security/certificates/replacing-default-ingress-certificate.html requires node drain and reboot. Adding this explicitly will keep customer informed and plan accordingly before make the change.

      MCO always performs drain and reboot for proxy object changes. So, doc can be updated to all releases we currently support .
