      Description of problem:

      Currently MicroShift's test harness is using envsubst which works great but we need to add new scenarios that are optional.
We could continue using envsubst but that scenario being optional depends on existence of some values, which makes overall templating fragile.

We decided we want to utilize different, proper templating engine, which we'll need to backport to 4.14 hence OCPBUGS ticket
