During upgrade, nodes are restarting more than once

      Description of problem:

      Recent 4.13 nightlies have all failed on nodes updating more than once: https://amd64.ocp.releases.ci.openshift.org/#4.13.0-0.nightly

      We only allow a single node restart during upgrades.  Exceptions require sign off from staff-eng.
