Confirm ROSA/OSD users can run must gather

      Initial report of issue:

      There are places in the ROSA doc that instructs users to run the oc adm mustgather command. This typically occurs in content that comes from OCP.
      
      Only SREs can run that command.
      
      Ask: search in ROSA doc for oc adm mustgather and remove instances.

       
      After further investigation:

      To the best of CCS knowledge (corroborated by MOBB, SRE, support) we do NOT want to remove must-gather from ROSA/OSD docs because it is useful for debugging, and allows customers to provide information to support more quickly when they are having a problem.

      The documentation currently states that the cluster-admin role is needed to run must-gather (e.g. under Prerequisites) but Michael McNeill's testing seemed to show that the only part of must-gather that does not work for non cluster-admin users is the cleanup steps.

      Minor updates were made to documentation to clarify the need for cluster-admin before must-gather can be run.

      QE should validate that cluster-admin users can run must-gather commands, as documented, without errors. Ideally, QE could also confirm any errors that non-cluster-admin users would see, so that we can document those as possible troubleshooting steps in future.
