      Description of problem:

      In OCP 4.13, the ?perspective=acm variable can not work.
      https://console-openshift-console.apps.globalhub-regional-29.dev09.red-chesterfield.com/multicloud/governance/policies/details/default/config-1/results?perspective=acm.

      Steps to Reproduce:

      1.Install ACM 2.8
2.Create a policy named config-1 in acm policy page.
3.Past the link like https://console-openshift-console.apps.globalhub-regional-29.dev09.red-chesterfield.com/multicloud/governance/policies/details/default/config-1/results?perspective=acm

      Actual results:

      it open the default acm page(cluster)

      Expected results:

      it should open the acm policy page

      Additional info:

      It works fine in ocp 4.12
