Dependencies vary for nodeip-configuration

Description of problem:

There is an unintentional (AFAIK) variation in the dependencies between the on-prem and _base nodeip-configuration services. See the install deps for the two files:

and

https://github.com/openshift/machine-config-operator/blob/5b821a279c88fee1cc1886a6cf1ec774891a2258/templates/common/_base/units/nodeip-configuration.service.yaml#L46

While I'm not aware of this causing any problems, we should clean it up to avoid confusion.
