      This is a clone of issue OCPBUGS-11603. The following is the description of the original issue:

      Description of problem:

      Any issue which blocks ArgoCD from completing leaves user unable to deploy or update other sites/policies.
examples
- Stuck on deleting namespace as in OCPBUGS-3029 leaves user unable to deploy other sites
- Invalid data in SiteConfig leaves user unable to deploy other sites
- Missing namespace for policy (policyGenTemplate) leaves user unable to update other policies
- etc
