Description of problem:

When customer defined sts and s3 custom endpoint on sts cluster, they may occur https://issues.redhat.com/browse/OCPBUGS-1830 , this is a RFE https://issues.redhat.com/browse/RFE-2652, the image registry does not support sts custom enpoint yet.

We need add this to known issue on 4.11 and 4.10 docs
