Performance degradation in CPU Usage on SNO DU from 4.13 -> 4.14

      Description of problem:

      CPU usage in the ovn-kubernetes namespace increased from 6.83% to 10.30% with the telco workload for SNO. This is significant for SNO DUs in Telco deployments which are cpu budget restricted.

      How reproducible:

      1. Introduce telco workloads on SNO configured with DU profile
2. Compare resource usage (CPU and memory) over multiple iterations

      Additional 3.5% CPU being used in 4.14 when compared to 4.13

      Expected results:

      CPU to not increase from previous 4.13 values
