    Description

      Description of problem:

      The config operator manages feature gate status based on compiled-in feature definitions from openshift/api. After 4.14 freeze, we reverted a commit in cluster-config-operator that bumped its openshift/api dependency, but did not revert the corresponding feature change in openshift/api. Since the feature change in openshift/api is not critical for 4.14, it should be reverted there too so that cluster-config-operator can ingest critical feature changes from openshift/api without implicitly unreverting the original dependency bump commit.
