[Baremetal Workers][OSP 16.2] Use force_metadata=False with OCP <= 4.11

      Description of problem:

      We need to document the w/a for the following bug - https://issues.redhat.com/browse/OCPBUGS-15556:
The workaround requieres settitn force_metadata=False in neutron-dhcp-agent to prevent the neutron-dhcp-agent from pushing its own route.

We need the workaround of force_metadata=False only in OCP <= 4.11 with baremetal workers on top of OpensStack 16.2 because in those releases we use in-tree cloud provider and that uses metadata service.
