Description of problem:
During testing we noticed that when installing an openshift cluster in our AWS account and then uninstalling this cluster, there are leftovers in the AWS account. One of these resources are ec2 DHCP options:
us-west-1 - EC2DHCPOption - dopt-074a54293ab52aa6c - [DefaultVPC: "false"]

4.11.5 stable
How reproducible:
100%
Steps to Reproduce:
1. Install a CCS cluster on AWS (we are using OCM). Wait for it to be ready. 2. Uninstall the cluster. Wait for complete removal of the cluster. 3. Check the AWS account, see there's ec2 DHCP options left behind.
Actual results:
ec2 DHCP options left behind
Expected results:
AWS account should be cleaned from ec2 DHCP options
