Description of problem:
This was surfaced as an alert regarding excessive unsigned CSR objects on the cluster. After investigating, it was determined that two EC2 instances were created for a single machine.machine.openshift.io/v1beta1 object. The reason this occurred is unclear based on the machine-api-operator's machine-controller logs.
