Prevent setting reserved external labels in the Cluster Monitoring Operator config map::
Before this update, users could set `prometheus`, `prometheus_replica`, or `cluster` as Prometheus external labels to the `cluster-monitoring-config` and `user-workload-monitoring-config` config maps. This was not recommended and could cause issues with the cluster. With this release, the config maps no longer accept these reserved external labels.

      Description of problem:

If we add external label like "prometheus" and "prometheus_replica" in the openshift-monitoring CMO configmap the source of the alert changes from platform to User which breaks some queries and the console.

Version-Release number of selected component (if applicable):

      4.13

      How reproducible:

      Dploy a cluster in 4.13

      Steps to Reproduce:

      1. in Cluster monitoring config, add an external label such as "prometheus: ''"
      2. Wait for sometime
      3. Logout and login to the console

      Actual results:

Source for the alert under console --> Observe --> Alerting changes from Platform to User
