      Unable to upgrade OCP from 4.13.9 to 4.14.0-ec4

      Version-Release number of selected component (if applicable):

      OCP - 4.13.9

      How reproducible:

       

      Steps to Reproduce:

      1. Create OCP4.13.9 cluster
2. Upgrade it using command: oc adm upgrade --force --to-image='quay.io/openshift-release-dev/ocp-release:4.14.0-ec.4-ppc64le' --allow-explicit-upgrade --allow-upgrade-with-warnings

      Actual results:

      OCP 4.13 is not getting upgraded to 4.14.0-ec4

      Expected results:

      OCP4.13.9 should be upgraded to 4.14.0-ec4
