Description of problem:

In OCPBUGS-15467, we backported a change that resulted in an AWS credentials creep starting in 4.12.29.

We'd like to update the release notes for 4.12.29, if possible, to indicate this. Previous examples of creds-creep release notes in 4.10.10 and 4.10.26.
