Description of problem:

During installation of a cluster using ACM 2.8 the hosts are not discovered because the assisted installer agent service is not started on the host.

How reproducible:

100%

Steps to Reproduce:

1. Create bare metal host and infra env.
2. bare metal host enters provisioning, and doesn't exit the provisioning state.
3. While the bare metal host is provisioning, the assisted service agent doesn't start on the bare metal host and in fact is configured not to run (systemd disabled).

Actual results:

No Agent resources are discovered

Expected results:

Agent resources are created for each host
