CPO doesn't retry ERROR LB creation

      Description of problem:

      When LB created by CPO gets into ERROR state, CPO leaves it as is.

      Version-Release number of selected component (if applicable):

      How reproducible:

      Always

      Steps to Reproduce:

      1. Make CPO create an LB that will go into ERROR state (lower Octavia quotas for example).

      Actual results:

      LB stays there forever.

      Expected results:

      CPO should retry creation in case issue is transient or random.
