Description of problem:
While the aws, metal and azure cgroups v1 jobs are setting the correct cgroups version (v1), the corresponding job for vsphere is seems be not setting it correctly.

Actual results:
vsphere cgroups v1 CI job is not setting the cgroups v1 on the nodes.
Expected results:
vsphere cgroups v1 CI job should set cgroups v1 on the nodes.
