Unable to Add Node to cluster via GitOps after Hub Restore

      Description of problem:

      While testing our DR processes with our Openshift clusters, we performed a backup and restore of our Hub cluster. 
      
      Afterwards we attempted to remove a node and add it back in.  When we attempted to add the node back into the cluster, this is done via GitOps (adding entry to SiteConfig). 
      
      The host completed the first stage of provisioning which is mounting the iso to the iLO, restarting the server and showing up in the hub cluster as ready for the next stage of installing on the local filesystem. However it never progresses past that.

      Steps to Reproduce:

      1. Perform backup and restore of hub cluster
      2. Remove a node
      3. Add the node back in to the site config
      
      

      Actual results:

      Shows in the hub cluster as ready for the next steps of the installation process but never progresses past that.

      Expected results:

      Node would be rejoined to the hub cluster.
