DPLL netlink API should retry sending events to event handler when send fails

      Description of problem:

      gnss event is sent to DPLL before event process can initiate , which results in failure to send to Event handler and we will not get dpll status reported  dpll[1692710654]:[ts2phc.0.config] ens2f0 frequency_status 3 offset 0 phase_status 3 s2
