Description of problem: when installing OCP on GCP using Shielded VMs, the bootstrap and control-plane machines cannot boot up, with error 'failed to load Boot0001 "UEFI Misc Device" from PciRoot(0x0)/Pci(0x2,0x0)/NVMe(0x1,00-00-00-00-00-00-00-00): Access Denied'.

1. IPI on GCP using Shielded VMs, i.e. with "secureBoot: Enabled"  

Actual results:
