Description of problem:

The customer has several OpenShift Clusters they are deploying. they have a Hub cluster (Vsphere) that has a responsibility to provision 4 baremetal clusters they have in their environment. This is done using Multi-Cloud-Engine (ACM) and using the ZTP process (with SiteConfigs).  They have been successful on the provisioning but noticed that in all of the provisioned clusters the Nodes are saying they are in a unmanaged state.
