This was a last minute issue introduced with the egress ip multi-nic feature. OVN-K was filtering host addresses without global/universe scope. These addresse where not being annotated in the host-addresses node annotation and OVN-K would not setup services based on this addreses correctly. Hypershit uses one such address 172.20.0.1 configured on every hosted cluster worker node with host scope.
