Major Note: This issue was created to facilitate the backporting of a change to catalog-operator which appears to have resolved issues with stale CSVs in the cache.
Description of problem:
The catalog-operator of OLM v0 unnecessarily watches copiedCSVs from all namespaces. This behavior has been changed in the latest code version of OLM, and it appears to have resolved or at least reduced the frequency of issues with stale CSVs in the cache of catalog-operator.
