Description of problem:

vSphere 8 UPI (hw level 14) OVN static network active-backup bonding with IPsec upgrade fails

vSphere 8.0.1 Build 22088981

ESXi 6.7 U2 and later (VM version 15)

hw level 14, but maybe it was changed to hw level 15

Nodes not ready until the backup slave ens224 was disconnected

How reproducible:

Once

Steps to Reproduce:

1. UPI install 4.10.65 with active-backup bonding on vSphere 8 (hw level 14)
2. Upgrade to 4.11.47
3.

Actual results:

The master and worker node stuck at updating to new mc, kubelet didn’t response. And the must-gather collect failed due to connection issue:

Nodes not ready, no network connectivity, unable to ssh to bond IP address

Expected results:

Upgrade successful

Additional info:

Disabling the backup slave ens224 restored network connectivity.
