Precache does not work with 4.11 TALM

      Description of problem:

      Precache failed with following error:
      
      [kni@registry.kni-qe-15 ~]$ oc logs -n openshift-talo-pre-cache pre-cache-w7dqd
      upgrades.pre-cache 2022-09-27T19:19:34+00:00 DEBUG Release index is not specified. Release images will not be pre-cached
      Error: 'overlay' is not supported over overlayfs, a mount_program is required: backing file system is unsupported for this graph driver
      upgrades.pre-cache 2022-09-27T19:19:34+00:00 DEBUG pull_index failed for index registry.kni-qe-15.lab.eng.rdu2.redhat.com:5000/olm/far-edge-sriov-fec:v4.11

      1. Enable precache in CGU and apply it
      2. Wait for precache pod to start on spoke and monitor it
      3.
