Description of problem:
I attempted to install a ROSA HCP cluster version 4.12.27 and it got stuck, with pods in the HCP namespace in this state:

It eventually ended up installing after 2 hours, but mostly I would like some help understanding what was held up and what dependencies the service-network-admin-kubeconfig has.
