MetalLB operator cannot ship in 4.13.z until a CSV issues is fixed.  Currently blocking 4.13.9 for next week.

[OVERALL RESULT] The subscription annotation did not align with data from Comet, therefore operator-valid-subscriptions-bundle-image FAILED
